Texas Launches New Electronic Benefits Transfer Cards for WIC

More than 420,500 Texans have begun utilizing the new Special Supplemental Nutrition Program for Women, Infants and Children (WIC) electronic benefits transfer (EBT) cards as of July, reflecting a significant advancement in how families access important nutrition benefits. This transition is part of a comprehensive $64 million modernization project spearheaded by the Texas Health and Human Services Commission (HHSC), funded by the U.S. Department of Agriculture’s Food and Nutrition Administration.

The new EBT cards simplify the management of benefits for the 859,231 clients participating in the WIC program. Users can now take advantage of the upgraded myWIC app, which offers features like real-time tracking of balances and purchases, the ability to freeze or unfreeze accounts, set personal identification numbers (PINs), and review transaction history. Clients can also upload necessary documentation directly through the app prior to in-person appointments, streamlining the overall experience.

“We want Texas families to feel supported every time they use WIC,” stated HHSC Executive Commissioner Stephanie Muth. The upgrades not only enhance usability but also help families feel confident that they are obtaining the nutritious foods they need. This card upgrade is part of a larger modernization effort that includes transitioning WIC systems to the cloud, overhauling its management information system, and updating grocery store point-of-sale machines. Additionally, HHSC has revised 30 operational policies and provided training to local clinics.

The EBT technology, supported by Fidelity Information Services for online processing, enables immediate updates to balances following transactions. Previously, users faced delays that could complicate budgeting and meal planning.
