New AI Tools Aim to Help Californians Navigate SNAP Benefit Interruptions

Propel, a platform that assists millions of individuals with managing their Supplemental Nutrition Assistance Program (SNAP) benefits, has launched new AI-driven tools designed specifically to help Californians address issues related to missed EBT deposits.

Every month, over 5 million people utilize Propel to check their SNAP balances and manage benefits. However, about 200,000 of these users face interruptions in their benefit deposits, often due to administrative or paperwork issues with their SNAP cases. This can create panic, leading to increased call volumes for state agencies, which results in longer wait times for recipients needing assistance.

To combat this issue, Propel has developed tools that help users self-diagnose the reasons behind missed deposits, thereby reducing the need to contact state agencies. The primary focus is to identify the cause of the interruption and encourage targeted solutions to restore benefits quickly.

Effective Tools for Navigating Benefits

Propel’s new AI tools aim to streamline the process for users by helping them locate and understand notices from their SNAP agencies that usually explain the reasons for a deposit issue. By doing so, Propel hopes to significantly reduce call center strain. When a deposit is missed, users can often resolve the issue without submitting an entirely new application, which typically restarts a lengthy processing timeline.

Targeted actions that can help restore benefits include:

  • Submitting a periodic report late.
  • Resubmitting a previously incomplete report.
  • Providing necessary documents, such as pay stubs for recertification processes.

Recently, Propel conducted two tests in California aimed at easing the burden on SNAP recipients. The first involved a triage flow designed to help users identify the likely reason for a missed deposit and the typical steps needed for resolution. This tool, powered by AI, showed significant potential for quick development and adaptation.

California’s Unique SNAP Framework

California’s policies, particularly regarding periodic reports (the Semi-Annual Report or SAR 7), allow recipients to submit these reports a month late while still retaining access to benefits. This flexibility provides an opportunity for recipients to restore benefits without having to reapply, making it easier to troubleshoot cases through the BenefitsCal online portal.

In the first test, Propel assisted about 1,300 CalFresh recipients, demonstrating the effectiveness of AI in rapidly addressing deposit issues. A second test involved an AI chat assistant that dynamically generated specific responses based on user needs, further showcasing the capabilities of AI in enhancing user experience.

Future Directions

Through these tests, Propel identified several key areas for improvement, including:

  • Enhancing access to SNAP notices to better inform users of the reasons behind benefit lapses.
  • Providing proactive reminders for required reports and recertifications.
  • Closing the digital gap for those not using their state SNAP agency’s online tools, as 25% of Propel users still lack online access.
