Texas Paid $5.5 Million in Ineligible Medicaid Funds for Deceased Individuals

$1.77 million in payments has not been identified or recovered

According to a recent audit by the Department of Health and Human Services Office of Inspector General, the Texas Health and Human Services Commission (HHSC) paid managed-care organizations a staggering $5,521,704 in Medicaid capitation payments after beneficiaries had passed away. This significant oversight raises red flags regarding the fiscal management of public benefits that directly impact Texas residents relying on Medicaid.

A capitation payment is a fixed amount paid to contractors for each enrolled beneficiary’s medical services, irrespective of whether those services were utilized during that period. The audit revealed that, although HHSC undertakes monthly reviews of these payments, a notable portion was made in error, particularly after beneficiaries’ deaths. Of the payments made, approximately $3.75 million has been recovered, but the troubling figure of $1.77 million remains unaccounted for.

Auditors highlighted that 107 out of 174 deceased beneficiaries—61 percent—had payments made more than a year after their reported dates of death. Alarmingly, 66 percent of these individuals did not have a recorded death date in the system, indicating a lack of adequate safeguards within HHSC to prevent such unallowable payments.

This situation is critical for Texas benefit recipients for several reasons:

  • Fiscal Responsibility: Taxpayer dollars are at stake. Public funds could be better allocated to support living beneficiaries rather than erroneously maintaining financial connections with deceased individuals.
  • Review Recommendations: The auditors have recommended that HHSC recover the remaining $1.77 million and enhance systems to better identify deceased beneficiaries. This is essential for ensuring that public benefits like Medicaid are administered effectively.
  • Impact on Future Payments: Improvements in how beneficiary deaths are recorded could help prevent similar issues in the future, ultimately benefiting current and prospective Medicaid recipients.

For those navigating public assistance programs, it is imperative to stay informed about any changes in processes or contacts within Texas HHSC. Beneficiaries should regularly verify their eligibility and report any changes in status to ensure that they remain compliant and protected within the Medicaid system.
